NWRAPS is a State and Federal (501(c3)) not for profit organization operating in Decatur, Illinois. Our mission is to improve the livability of Decatur's Near Westside Neighborhood. We do this both by working with government agencies and by taking direct action. NWRAPS is a certified Community Housing Development Organization allowing us to receive HUD funds administered by the city for the development of low to moderate income housing.
